Lhoopa’s new white paper offers practical, data-backed strategies to simplify homeownership and address the Philippines’ 8.25M housing backlog through multi-sector collaboration.
Lhoopa, a Philippine-founded property technology firm focused on delivering affordable housing at scale, has released its first white paper titled “From Backlog to Breakthrough: New Blueprints for Unlocking Housing Access.” The report presents practical, data-backed strategies aimed at moving the nation’s housing agenda from chronic shortage to tangible solutions.
The study highlights that the national housing backlog has reached 8.25 million units and could triple by 2040 if left unaddressed. It stresses that the issue extends beyond supply constraints, pointing to a systemic crisis of access, as many Filipinos are excluded from financing and information systems built for a different economic context.
Lhoopa’s blueprint proposes three major shifts: treating land as access infrastructure, equipping local frontliners with digital tools, and simplifying the homeownership journey through inclusive financing and information systems. These strategies aim to make housing more accessible to a wider segment of the population.
“These ideas align with ongoing government reforms and show how technology allows us to solve old problems differently,” said Marc-Olivier Caillot, Co-Founder and CEO of Lhoopa. “By combining adaptive policy, real-time data, mobile technology, and trusted local delivery networks, we can connect the right land, people, and financing faster and more transparently. The goal is not just to build more homes, but to build a system where homeownership becomes a realistic path for every working family.”
The white paper also points to growing government momentum through programs such as Expanded 4PH and the digitization of Pag-IBIG services, emphasizing the need for deeper coordination between public and private sectors. Lhoopa’s technology ecosystem already connects brokers, contractors, and developers nationwide, cutting project turnover times by half compared to industry standards.
Caillot added, “We have seen firsthand how data and technology can shorten the path to homeownership for families who were once excluded from the system. The challenge now is to make these gains work at scale. By bringing together public and private systems, we can transform the housing backlog into an opportunity for economic growth and social mobility.”
