Reformers in the Spotlight: Dizon and Almirol Named PeopleAsia ‘People of the Year’ for Integrity and Digital Transformation
MANILA, PHILIPPINES — PeopleAsia has officially recognized two key government leaders as “People of the Year,” highlighting a significant shift toward accountability and modernization in the Philippine public sector. DPWH Secretary Vince Dizon and DICT Undersecretary David Almirol Jr. were honored for their transformative impact on infrastructure transparency and e-government services.

Restoring Integrity in Infrastructure Secretary Vince Dizon was cited for his aggressive institutional reforms at the Department of Public Works and Highways. Under his leadership, the agency launched a Transparency Portal and implemented strict internal controls, including asset freezes and the dismissal of erring officials. "The mandate was clear: hold those responsible to account and reform the DPWH so this never happens again," Dizon stated, emphasizing a systemic overhaul of the country’s largest implementing agency.

Digital Democracy for Every Filipino At the Department of Information and Communications Technology (DICT), Undersecretary David Almirol Jr. was recognized for accelerating the "eGovPH Super App" and the Digital National ID. A former tech CEO who once worked as an overseas worker in Iraq, Almirol has championed in-house government development to save billions in taxpayer money. "Technology should make government transactions possible while you’re having your morning coffee," Almirol shared, echoing the administration's goal of "Walang pila, walang red tape" (No lines, no red tape).

A Circle of Excellence The awards also honored Ramon S. Ang (San Miguel Corporation) with the Lifetime Achievement Award, alongside Eduardo Jose Aliño (SBMA) for driving ₱6 billion in investments. Other notable awardees included broadcast legend Jessica Soho, music icon Martin Nievera, and leaders in design and advocacy such as Francis Libiran and Anna Cabrera of PAWS.
